Although so much of our national dialogue today has become polarized and divisive, I remain optimistic that our national character is such that we will not forget that which unites us is greater than what divides us. Let’s remember and cherish the halcyon days of summer barbecues, Fourth of July parades, baseball games, and picnics – activities which are quintessentially American and celebrated here in Alameda as well as around our country. If we can pluck the mystic chords of memory to once again summon the better angels of our nature, anything is possible in this great nation. Shall I compare thee to a summer’s day? SUMMER REFLECTIONS A perfect summer day is when the sun is shining, the breeze is blowing, the birds are singing, and the lawnmower is broken. - James Dent I T WAS DURING THE SUMMER OF 2023 THAT CHANGING national health guidelines and the course of events finally allowed our residents to begin re-engaging in many activities which were suspended during the pandemic. CHBIOA resumed scheduling events such as its annual Volunteer Appreciation Luncheon, E-Waste/ Shredding, and Community Parking Lot Sale. All these were well-attended and appreciated by those involved. Thanks to the Community staff members for making these events possible. This summer many people also took the opportunity to visit faraway relatives we hadn’t seen since the pandemic caused many nations to implement strict quarantine policies on foreign visitors. This reporter was finally able to take my family to Taiwan so our son could see his grandparents for the first time in 3 years. Although traveling to Asia can involve some time and expense, watching their smiles upon seeing their only grandchild in person again made it all worthwhile. With school resuming and summer coming to an end, I hope that most community members have also been able at some point over the past few months to rest and recharge, resume additional normal activities and remember the positives in our lives. Summer being a time of school breaks, vacations, and beautiful weather is one of the best times for relaxation, reflection, and recommitment. Not only is doing so fun, it is restorative and important for our overall mental health.

FROM SAMANTHA SOOGIAN "My work life with CHBIOA started in 2017 when I was hired as an Administrative Floater, a job which quickly transitioned into Administrative Assistant. In 2019, I was promoted to Senior Administrative Assistant, working with five managers. In 2021, I was the Interim Manager for two associations while still carrying out the duties of Senior Administrative Assistant. Now, I will happily continue to serve the Community as an Association Manager. I was raised in Alameda and grew up in the Garden Isle Homeowners Association. Currently, I reside in Alameda with my fantastic husband and three beautiful children. In my spare time, I enjoy being around friends and family, coaching girls’ softball, being crafty, and exploring. I look forward to taking on my new role as Association Manager. CommunityNews It's Been Four Years Since... by Jacqui Galvez Vasquez SEMI-ANNUAL DOCUMENT SHREDDING & E-WASTE EVENT RECAP O n Saturday, July 22, 2023, CHBIOA welcomed homeowners back to this much appreciated semi-annual event. Folks were eager to purge documents and electronics, many of which they had accumulated since the onset of COVID. Vehicles started lining up prior to the 9am start time and snaked through the Community’s parking lot continuously until 12pm. Over 300 cars came through the 3-hour event. The event showcased two new vendors: Shred-it Document Shredding Service and E-Waste and Solar Panel Recycling Center. Both companies were professional and well prepared for the event. If you missed it, set your calendars. The Community will be hosting its next document shredding and e-waste recycling event on Saturday, October 14, 2023 from 9am to 12pm. Hope to see you there!

ANNUAL COMMUNITY PARKING LOT SALE RECAP T HE COMMUNITY CAME TOGETHER ON SATURDAY, August 12, 2023 to participate in the first CHBIOA Parking Lot Sale in four years. The next Community Parking Lot Sale is planned for August 2024. The sun came out early as if to welcome and reward the 50+ vendors who were present early to set up. Bargain hunters were out early as well, trying to snag treasures before anyone else had a chance to eye them. Sales were robust throughout the day and vendors went home with far less than they came with that morning. Laughter and chatter filled the air that had been silent for too long due to COVID.

CHBIOA staff were present to facilitate the event. CLASS (Citizens’ League for Airport Safety and Serenity) was also present to provide information on the proposed expansion of Oakland International Airport, officially named OAK Terminal Modernization and Development Project. Jon Hamilton, CLASS President, answered questions from homeowners and informed them about the comment period for the draft environmental impact report and its upcoming deadline, which has now been extended to October 16, 2023.

Staff has been researching several types of equipment and recently conducted two demonstration and training events with STIHL Power Equipment and Generac Power Systems with their Mean Green Mowing Machine (the world’s first commercial zero-turn mower).

CHBIOA Maintenance staff completed extensive training on the newest models of battery powered mowers and professional landscape equipment. The training consisted of environmental residential equipment operator safety and preventive maintenance procedures. Transitional education was the focus moving from gas powered mowers to battery operated equipment, working safer, smarter, and efficiently in a commercial and residential setting such as Harbor Bay Isle. Moving forward is not as easy as it would sound, finding the right tools for the job is a priority as there are many brands of battery-operated tools on the market. STIHL equipment has been the front runner for the Community as the equipment is easy to use, charge, and the serviceability is excellent. The Community of Harbor Bay Isle continues to be the leader in safety and environmental preservation and looks forward to the elimination of all gas-powered equipment. We look forward to the future as we continue to move in a positive environmental direction.

City of Alameda’s Response After Fatal Crash by Jacqui Galvez Vasquez T HE CITY OF ALAMEDA’S RAPID RESPONSE AFTER Fatal Crashes Program, an iterative program under development, installs quick-build infrastructure updates at the sites of fatal crashes. The infrastructure changes respond to general conditions observed at the site, not necessarily what played a role in the collision. "Quick-build" means the improvements generally do not involve concrete work and rely on striping, bollards, etc. In 2023, the City is working to develop a Rapid Response Quick-Build Toolkit to enable quicker changes in the future. When a crash is caused by a person having a known medical incident and the deceased is the person who suffered the medical incident, it is not included in this program. The following information will be updated periodically as information becomes available and the City constructs quick-build changes at crash sites. Last updated July 26, 2023 PEDESTRIAN AT MECARTNEY RD/MARCUSE ST/ BAYWALK RD Date: Tuesday, February 7, 2023 Time: 7:30 am Crash description (Pending ongoing investigations): Person driving east on Mecartney struck a person walking north in the crosswalk across Mecartney at Marcuse/ Baywalk (in the western leg of the crosswalk), causing fatal injuries to the pedestrian. The driver had failed to de-fog the windshield, and drove despite poor visibility from a foggy windshield combined with sun glare. Mode of deceased: Pedestrian Age of deceased: 84 Infrastructure Updates: Post-collision site visit held and plans are outlined below. Two nearby intersections are included as well due to similar conditions. All crossing improvements are across Mecartney. The City is also conducting a traffic signal warrant analysis for Mecartney/ Marcuse/Baywalk. SecurityNews CHBIOA Welcomes Officers Bakke & Booth by Jacqui Galvez Vasquez O FFICER ASHLEY BAKKE joined CHBIOA in April 2023. Prior to that she worked as a grocery clerk and in an Amazon warehouse. She moved to the Bay Area and decided she wanted to make helping others a key factor in her career development. "I've always taken enjoyment in assisting others and taking part in the community, so I saw this as an opportunity to learn and to grow," says Officer Bakke. "My long-term goals are to generally improve myself, buy a new car, move out on my own, start a family, establish myself, and continue to advance in my job using my knowledge in security and law enforcement," says Officer Bakke. Knowing that CHBIOA’s Security Department serves as a training ground for careers in law enforcement, Officer Bakke hopes to learn more about security occupations, gain awareness and safety knowledge, provide protection to others, all while working in a cooperative environment and gaining life skills. In her free time, Office Bakke enjoys going on road trips, exploring new places, hiking, visiting friends, and participating in family activities. Officer Bakke’s philosophy on public service is simple, "To put the public's health and safety first while providing reliable, genuine service to the community." She adds, "I think it's important to build trust, comply with the law, and to work with the neighborhoods you serve. O FFICER TOM BOOTH JOINED HARBOR BAY SECURITY in May 2023, bringing with him 15 years of experience in the security industry with duties ranging from shift supervisor to training new hires. Prior to joining CHBIOA, Officer Booth was an Operator at the Security Operations Center, under Allied Universal, for a local oncology biotech company. When asked what he hopes to achieve during his time here at Harbor Bay, Officer Booth replied, “I was pleased to have the opportunity to join Harbor Bay Security. They have a well-established history of training officers to move on into other fields of law enforcement. I am eager to learn and excel and build my knowledge base, and eventually, transition to work in Customs." Officer Booth added, "I hope to learn, and implement what I learn for the betterment of the community, and ultimately, achieve confidence and respect in all that I do." In his spare time, Officer Booth enjoys spending time with his son, going to the gym, reading, watching movies, learning acoustic guitar, hiking, sightseeing, being part of a ministry, and learning to fix things. “Protection is part of service, and service to the

Pride of Ownership by Allan Brochier, Bay Isle Pointe T HE PHRASE “PRIDE IN OWNERSHIP” HAS BEEN around for years, but perhaps not understood by some homeowners, or just forgotten. While growing up in our San Leandro home we were ingrained with this idea as kids, the importance of maintaining one’s property as a responsibility to your neighbors and community. This was our first house with a large yard, purchased in 1957 when I was just 10 years old. I remember how trashed the front yard looked with a dead lawn, weeds everywhere, overgrown shrubs, etc. My dad said not to worry about the lawn, it just needs water and it will come back. He was right and that was the beginning of years of cutting and trimming the lawn,

Forecasters are predicting a strong “El Niño” weather pattern this winter, and expect heavier than normal rains for California. Last year’s heavy rains caused minor flooding and damage to some houses. Others had standing water within 1” of a door threshold, or had to drain their side yard with hoses running under gates and out to the sidewalk. So, it’s a good time to clean those gutters and check area drains. You can do this by running water down each downspout and area drain, and check if the water exits at the street curb drain pipe. Remember, if your usable yard abuts your neighbor’s wall, e.g., a zero-lot-line (ZLL) wall condition, you ARE responsible for maintaining the yard drainage, and to ensure that water does not collect against the ZLL wall, and that dirt and bark heights are below the bottom of the siding. If you own the house with the ZLL wall, talk to your neighbor and inspect the condition of your wall

Oakland International Airport Proposed Expansion Project by Jon Hamilton, CLASS, President

O

AKLAND INTERNATIONAL AIRPORT (OAK) published a Draft Environmental Impact Report (DEIR) in mid-July for the proposed Terminal Modernization and Development Project. OAK held four DEIR public meetings; two on August 15th and two on August 30th. The public comment period on the DEIR will end on Monday, October 16, 2023, 5 PM . The DEIR, a description of the Project, and directions for submitting comments appear at: oaklandairport.com/ terminaldevelopment. You may also subscribe to receive updates. The Project includes the following elements: • Construction of a new terminal adjacent to existing Terminal 1 on Airport Drive, the surface loop road. The new terminal would consist of a two-level concourse and 16 new aircraft gates in addition to the 29 existing gates for a total of 45 gates; • Modernization of Terminals 1 and 2; • Consolidation of check-in and baggage areas; • Construction of expanded Customs and Border Protection facilities for international arrivals • Demolition and relocation of the Oakland Maintenance Center Hangar; • Reconfiguration of existing cargo and support facilities, and; • Improvements to the terminal area roadway, parking areas, and support facilities. This project will facilitate an approximately 60 percent increase in aircraft operations, which translates to more noise events over CHBI neighborhoods. CLASS participated in the scoping process on the project and submitted comments on the 2021 Notice of Preparation, in which OAK asked the community to provide input on the environmental issues that should be studied in the future DEIR. Once the DEIR was published in July 2023, CLASS retained technical consultants to assist with review of the DEIR and with preparation of comments for

submittal by the public comment deadline. The main concerns CLASS addressed in their comment letter included the following: • Airport expansion based on inaccurate forecasts of future increases in passengers; • Failure to analyze potential congestion on the South Field and resulting increase in jet departures on the North Field (which has bigger noise impacts on CHBI residents); • Incomplete analysis of potential noise and air quality impacts; • Incomplete analysis of air pollution, public health, and safety impacts on area residents; and • Inadequate identification and analysis of a range of reasonable alternatives to the project that reduced environmental impacts. CLASS representatives continue to participate in stakeholder and working group meetings at the airport to stay abreast of proposed changes; to advocate for a more thorough environmental analysis; and to encourage a project design that will protect our community from excess overflights and aircraft noise. Express Sewer will likely be us ing several guest parking places for staging areas. Please do not remove any traffic cones or other indications that such parking places are not available for residents or visi tors. When construction begins, residents will be notified in advance as to when construction will take place in the vicinity of their units. Residents may experience
