Seastrand by Rick Harkins T HE SEASTRAND BOARD AND MANAGEMENT WISHES you and your family a very happy and healthy holiday season and New Year. We have a few updates that we would like to share with you. RETAINING WALL The Board has started the process to review the 30+ year old retaining wall that borders our back yards and the bike path. We have started the bidding process in which various vendors will be on site to take a look at the retaining wall to provide a proposal. We have had the wall inspected and overall, the wall is in pretty good shape, however there are areas that need to be repaired. We will be addressing these issues in the coming year and will keep all Seastrand homeowners updated. SEASTRAND PROJECT ARCHITECTURAL COMMITTEE At the last Seastrand Board meeting the Board appointed board members Ron Matthews and Benn Ackley to the Project Architectural Committee (PAC). The PAC assists homeowners in reviewing architectural applications, provides recommendations to the Community Architectural Committee, and completes final inspections. BACKYARD LANDSCAPING The Board appreciates the efforts being made by the membership to honor the view obstruction policy by keeping plant material trimmed below the wrought iron fence in the back and along the sides of the back yards. Your continued efforts are appreciated. WALK AROUNDS A quick reminder to please submit an architectural application for any exterior enhancements and/or repairs. This includes any landscaping modifications, including the addition of drought resistant plants or artificial turf. The CHBIOA and Seastrand HOA support any exterior modifications to address our drought conditions, but homeowners still need to submit applications and have approval before initiating the work. Courtesy letters will be going out by our management. Please note you can always reach your Association Manager at SEA@harborbay.org for any questions regarding a courtesy letter you may have received. We have a community vendor list on our website, harborbay.org, for your convenience for any work you may need to do.

BIKE PATH RESURFACING The shoreline bike path is being resurfaced! Get out there and enjoy a stroll and knee-friendly walk or run along the bay! Good news from EBMUD's website, which states: “EBMUD has moved out of drought and ended a recommendation for a 10 percent voluntary water use reduction, while continuing to urge customers to use water efficiently. EBMUD is retaining state restrictions against water waste, including no irrigation within 48 hours of rainfall, no irrigation of ornamental turf on non-residential sites, no irrigation runoff, no spraying sidewalks and driveways, and only allowing hoses with shut-off nozzles when washing vehicles.” With restrictions lifted, please re-seed dry lawns. Woodbridge Board members and management walked with our landscape crew in July to point out areas that need more attention for weeding and re-planting. We also discussed an irrigation controller that has completely stopped working at Shannon Park. This controller requires new wires pulled under concrete in order to get it to work. Our landscape team has been turning on irrigation to make sure we water the area as this gets resolved. Please report any broken sprinklers or leaks to your Association Manager at WDB@harborbay.org. A friendly reminder per your architectural guidelines as the holidays come up: Lights (seasonal) are allowed only during the holiday season. They may be installed each year after November 20th and must be removed by January 31st. With the exception of seasonal lights, allowed during the specified time period, no colored bulbs are allowed in light fixtures, including landscape lighting.
