Centre Court meets every second Wednesday of the month at 6:30 p.m. Autumn meeting dates are scheduled October 9th, November 13th, and December 11th this year. These scheduled times are subject to change. Check the calendar at harborbay.org/calendar for the most current meeting dates, times, agendas and other information related to the meetings. Monthly Board of Directors meetings are still available in hybrid format, meaning that homeowners have the option of attending meetings in-person at the Community Center, 3195 Mecartney Road, or attending meetings remotely via RingCentral. We encourage all homeowners to attend our Centre Court monthly Board of Directors meetings to stay up-to-date on current events. Clipper Cove by Cathy Sherrer, Board Secretary TRAFFIC SAFETY P LANS ARE IN PLACE TO INSTALL FLASHING LIGHTS AT AN intersection on Mecartney Road. The Clipper Cove Board believes flashing lights are also warranted on Robert Davey to assist in crossing this busy street. Please contact any Board member or our Association Manager if you have comments. School is now in session – slow down as kids are walking or biking to/from school. And, be vigilant at intersections whether or not there are crosswalks. NEIGHBORHOOD WATCH A Clipper Cove Neighborhood Watch program meeting is being planned for October. Homeowners will be introduced to the specifics of the program and how you can participate. If you haven’t received your invitation, please contact our Association Manager at 510-865-3363, ext. 358 or CCV@harborbay.org. HOMEOWNER VOLUNTEERS Please consider becoming a member of the Clipper Cove Project Architecture Committee (PAC). Since the retirement of our previous PAC, David and Cynthia Hamilton, Clipper Cove has been without this valuable resource. The PAC provides recommendations to the Community Architecture Committee (CAC) prior to their decision on an application. The PAC is considered the “expert” on Clipper Cove rules and neighborhood aesthetics. The PAC also conducts Final Inspections which

are necessary to ensure that all work was completed according to plans. If you are interested, contact our Association Manager. 2025 BUDGET • On January 1, 2029, State law AB1572 takes effect prohibiting commercial entities (HOAs included) from irrigating “non-functional” turf. Our 2025 Budget will include funds to continue converting our curb strips from grass to drought tolerant landscaping. • Funding to install license plate cameras at Clipper Cove entrances will also be considered. License plate camera readers for all of Harbor Bay were discussed at the CHBIOA Community Board meeting on August 28th. LANDSCAPING At the September meeting, the Clipper Cove Board selected the landscape company that will maintain our front yards and open spaces. Major tree maintenance is performed separately by a specialty arborist. (Note: The City is responsible for maintaining street trees in our curb strips.) If you have questions/concerns about landscaping or any other Clipper Cove matters, please contact our Association Manager. BOARD MEETINGS The Clipper Cove Board of Directors meets the second Tuesday of each month (except August and December) from 5:30 to 8PM. Our next meetings are October 8th and November 12th. All homeowners are invited (and encouraged) to attend these meetings either in person or by RingCentral. To join a meeting, go to meetings. ringcentral.com/join and enter meeting ID 375 435 0613. The CHBIOA website also has a direct link at harborbay. org/calendar. In October, the Board will set the Clipper Cove budget for 2025.
