Typically, the CC&Rs also contain stipulations associated with assessment obligations, maintenance responsibilities, and enforcement authority. This document guides homeowners on what they can and cannot do, particularly when it comes to property use and other aspects of HOA living. Before purchasing your home in an HOA community, you will be informed of the CC&Rs and asked to agree to them and may even need to sign for them. Fines and the suspension of privileges are typical courses of action for violations. Updating the CC&Rs is a lengthy process, the first step (after several meetings) was to finalize the law firm who will help with the update. Over the next months the board will review the recommendations by the legal team and we will keep the members informed via The Gull's Call . For the final approval a vote is required of the membership for the updated CC&Rs to be recorded. Our Board meetings are open to all members and the Board meets on the 2nd Wednesday of alternate months at 6 p.m. You have the option to attend in-person at the Community Center, 3195 Mecartney Road, or remotely through RingCentral. Our summer meetings are scheduled for July 10th and September 11th at 6 p.m., all are welcome! Seastrand by Rick Harkins, Board President SEASTRAND BOARD ELECTION RESULTS C ONGRATULATIONS TO BENN ACKLEY AND Rick Harkins for renewing their terms on the Seastrand Board, as Vice President and President, respectively. The HOA is fortunate to also have Ron Matthews, Treasurer, and Bill Pai, Secretary, continuing in The SEA Board is reviewing bids for the repair and replacement of the 35+ year old retaining wall that borders the Seastrand homes along the shoreline side. This will be a very expensive project that will impact all of us, but the outcome will enhance the sustainability and beauty of our homes. The Board is considering completing the project in phases to spread out the cost over a couple of years. By doing so, we anticipate that the replacement cost will be covered by our reserve fund, their roles on the Board. RETAINING WALL UPDATE

Summer is a great time to work in the yard and around the home. Please remember that any landscape or home exterior improvements require HOA approval of an arch itectural application. Applications are available and can be easily submitted online. SECURITY MATTERS We are fortunate to live in a safe neighborhood with 24 hour security, but within the Harbor Bay community there have been catalytic converter thefts, mailbox break ins, and stolen vehicles. Some of the Harbor Bay HOAs are considering the installation of FLOCK camera license plate readers, similar to those that have been adopted by the Alameda Police Dept. FLOCK cameras have been shown to aid in tracking suspicious vehicles as well as a crime deterrent. We will keep you updated on these discussions. Thanks to all Seastrand homeowners for your support.
