Freeport by Samantha Soogian, Association Manager F maintaining our community. Your cooperation helps keep Freeport safe, welcoming, and beautiful for everyone. As we head into the coming months, we would like to share a few friendly reminders and updates: PARKING COURTESY Please remember that parking in front of short driveways or blocking sidewalks is not permitted. These areas must remain clear to ensure safe access for residents, pedestrians, and emergency services. These restrictions are outlined in the Association’s CC&Rs and Parking Rules and may be enforced when necessary. Your mindfulness when parking helps keep our streets safe and accessible for all. COMMUNITY SPEED LIMIT The speed limit throughout Freeport is 15 miles per hour. This applies to all forms of transportation within the community, including cars, electric bikes, scooters, and other motorized devices. Slower speeds help protect our neighbors, families, and pets. COMMUNITY IMPROVEMENTS IN PROGRESS The Board is actively working on several initiatives to continue improving our neighborhood, including: • Mulch replenishment throughout the Association to maintain our landscaping • Updates to the Parking Rules to ensure clarity and consistency REEPORT CONTINUES TO BE A WONDERFUL PLACE to live, and the Board would like to thank all homeowners and residents for the pride they take in • Development of new Paint and Architectural Guidelines to help preserve the community’s aesthetic standards We appreciate everyone’s cooperation and commitment to making Freeport a great place to call home. Working together helps ensure our community remains safe, attractive, and enjoyable for all residents. Thank you for being part of the Freeport community.

Pelican Bay by Diana Torres, Association Manager BOARD OF DIRECTORS T HE PELICAN BAY HOA BOARD HAS TWO OPEN Board seats available; we've had an open Board seat for many years. According to Pelican Bay By laws, a quorum of three Board members is required to conduct any business, including approving expenditures for water, landscaping, management, and more. Losing a Board member, or having one unavailable, would leave the Board critically short. If you have ever considered serving the Pelican Bay community, now is the time to get involved. Please contact the Pelican Bay Association Manager, Diana Torres, at PLB@harborbay.org or 510 865-3363, ext. 352 to learn more or submit your interest. Pelican Bay will hold its Annual Meeting on April 21, 2026 to elect board members for the 2026–2027 term. The Board of Directors meets bi-monthly on the third Tuesday of each month at 6:00 PM. Although the deadline to submit candidacy has passed, homeowners may still submit a candidate statement for review. After the Board’s consideration, you could be appointed at the meeting following the Annual Meeting. This is a great opportunity to get involved in the community and have a voice in local decisions. BIKE PATH REPAIRS The Pelican Bay Board is actively evaluating vendors for the repair of the asphalt bicycle path, which is a major project. While the trees along the pathway provide beautiful scenery and a pleasant atmosphere, their roots often lift the asphalt, causing cracks. The Board anticipates completing this project within the next few months. LANDSCAPING As we move into spring, we want to remind homeowners to help keep Pelican Bay looking its best by maintaining their landscaping. Homeowners are expected to keep lawns and plants in good condition, remove weeds regularly, water and trim plants and trees as needed, and ensure lawns do not exceed five inches in height. A little attention to your yard goes a long way in preserving Pelican Bay’s overall appearance and preventing potential violations.
