The community roofing project remains underway, and is currently scheduled to finish in June of this year. We appreciate the understanding and flexibility shown by all residents. As a reminder, all communication regarding the roofing work should be directed to Management at BYC@harborbay.org — not the roofing crew. This helps prevent miscommunication, keeps project details clear, and ensures that issues are handled efficiently. Updated schedules are regularly sent to homeowners. If your building is scheduled for work in the coming weeks, please remove any exterior decorations, lights, planter hooks, or items attached to walls or balconies prior to your start date. This protects your belongings and allows the crew to work safely and efficiently. If you notice debris, loose nails, or any concerns near active work areas, please report them to Management promptly so we can coordinate clean-up or follow-up with the contractor. PROTECTING LANDSCAPED AREAS Contractors continue to move equipment and materials throughout the community, which means certain landscaped areas may experience higher foot traffic. The Board and Management are working to minimize impacts and will continue refreshing mulch and monitoring irrigation lines as needed throughout the project. Your patience is greatly appreciated as we balance long-term improvements with short-term disruptions. PRING IS IN THE AIR! ALIFORNIA'S ASSEMBLY BILL 1572 (AB 1572) prohibits the use of potable (drinking) water to irrigate "nonfunctional turf"—including curb
grass strips, median strips, and decorative common area lawns—on HOA properties by January 1, 2029. HOAs must remove this turf or switch to recycled water to follow this water-saving mandate. KEY ASPECTS OF AB 1572 FOR HOAs • Definition of Nonfunctional Turf: Grass that is not used for recreational or community purposes, such as narrow, decorative strips between sidewalks and streets (curb strips), parking lot islands, and ornamental entrance landscaping. • The Deadline: By January 1, 2029, HOAs must ensure nonfunctional turf in common areas is not watered with drinking water. • Removal vs. Conversion: While the law officially bans irrigation, to prevent dead grass and fire hazards, HOAs are effectively required to remove the turf and replace it with drought-tolerant, sustainable landscaping such as, native plants, mulch, or gravel. • Exceptions: Turf that is regularly used for recreation—such as soccer fields, playgrounds, or picnic areas—is generally not considered “nonfunctional turf.” Because these spaces serve an active community purpose, they are typically exempt from the potable-water irrigation restrictions. As a result, most of the turf in our parks is expected to qualify for this recreational use exception and remain protected under the law. • Bay Isle Pointe Strategy: The association will begin implementation of California Assembly Bill 1572 by replanting the larger curb strips first, since these areas clearly qualify as nonfunctional turf under the law. Converting these spaces early also allows the HOA to take advantage of available turf-replacement incentives offered by East Bay Municipal Utility District (EBMUD). Smaller turf areas that may serve recreational purposes, provide
