President'sColumn August 2nd - A Celebration of Our Community by Bill Pai, Community Board President We may have all come on different ships, but we’re in the same boat now. – Martin Luther King, Jr. T HIS AUGUST, THE COMMUNITY OF HARBOR Bay Isle Owners' Association (CHBIOA) will be commemorating its 1st 50 years with an event in the Community Center parking lot at 3195 Mecartney Road and Leydecker Park. There will be food and entertainment for all ages. All residents and guests are welcome. Come join us as we celebrate together what makes us a community! Communities become stronger when different generations work together. Each age group brings special gifts and varying perspectives. Older residents share wisdom from years of experience. Middle-aged folks provide leadership and resources. Young people bring fresh ideas and energy. Children give us reason to be hopeful about the future. Many places have facilities for different age groups, such as senior and youth centers. But the best communities also find ways to bring generations together. They create spaces where everyone can meet and learn from one another. Many positive outcomes result when generations connect. Seniors mentor students in after-school programs. Teenagers teach older adults about technology. Families with young children bring new life to neighborhood events. Each generation helps the others prosper. Technology can at times separate generations, but it can also bring them together. Young people help seniors stay connected with family through video calls. Older adults share family recipes in online community groups. Social media spreads the word about cross-generation activities. Schools also can play a big part in connecting generations. Programs bring seniors into classrooms to share their memories of historical events. Students interview older residents about local history. School performances draw audiences of all ages. These connections make life richer for everyone. Many communities now build housing and facilities that allow different ages to mingle together. Senior apartments next to family homes. Shared spaces where neighbors
of all ages can gather. Parks with activities for every age group. This planning helps reduce isolation and encourage new connections. Successful communities need everyone’s participation. Seniors bring patience and understanding. Middle-aged residents provide stability. Young adults contribute innovation. Teens add enthusiasm. Children bring joy. Each generation enriches our community. Mixed-age activities strengthen community bonds. Event planning committees work better with input from different age groups. Neighborhood watches are more successful when all ages help keep watch. Emergency response programs such as CERT work more smoothly when residents know their neighbors. Our community grows stronger when multiple generations work as partners. Let’s create more chances for different age groups to come together. Let’s build spaces where everyone feels welcome. Let’s make CHBIOA an example to other communities of how multi generation cooperation makes life better for all. This day marks a renewed commitment to bringing our generations together. Let’s start by talking with neighbors from different age groups. Share stories and learn about and from each other. Build connections that make our community stronger. Come join us on August 2nd! Thank you for being part of this effort to unite generations and strengthen our bonds of community. Community is much more than belonging to something; it’s about doing something together that makes belonging matter. – Brian Solis

CommunityNews Board Members Honored at Volunteer Appreciation Event by Jacqui Galvez Vasquez O N APRIL 4, 2025, THE COMMUNITY OFFICE and Community Board of Directors held a dinner honoring board member volunteers from 2024. Approximately 80 board member volunteers and their guests filed into the Community Center for an evening of good food, camaraderie with fellow board members, and opportunities to honor the past (volunteer service) while looking towards the future (plans to better the community we call home.)

Both have laid foundations and upheld rules with persistence and dedication, always willing to step in and step up.
The Community Office staff was present to mingle and attend to the volunteers. Executive Director Dawn Jaeger introduced her staff, giving board members a chance to put a face with a name they may only usually hear over the phone, or only see on an email or letter. Community Board President Bill Pai opened the evening with a champagne toast and thanks from the entire community for all that our board member volunteers do. For a second year in a row, Asena Restaurant of Alameda catered the event, much to everyone’s delight. Time for recognition came after dinner. This year, 2025, represents the 50-ish anniversary of CHBIOA, Inc. (In case you missed Executive Director Dawn Jaeger’s article in last quarter’s Gull’s Call , she explained the reason for this being the 50-ish and not the 50th anniversary is because of all of the different dates of incorporation, start of building, official handover from the developer, etc. Hence, 50-ish!) Last year’s recipient of the Volunteer of the Year Award, Mike Robles-Wong, passed the torch to Bill Pai, this year’s recipient. In addition, past Community Board Presidents still alive and living in Harbor Bay were recognized for their devotion to the betterment of their community. Their awards were inscribed as follows: “Leaders Stand Out by the Nature of Their Commitment and the Integrity of Their Character.”

The evening wrapped up with presentations from key city agencies and departments on topics affecting all homeowners. Sun Kwong Sze, EBMUD’s Community Affairs Representative presented an overview of EBMUD, including where our water comes from, the agency’s work over the years, and current projects in the area. Heather Heinbaugh, Alameda Power & Telecom Customer Programs Manager informed the board members on AMP’s commitment to providing 100% clean power since 2020 with an energy mix that combines geothermal. Hydroelectric, wind and landfill recovery. AMP is supporting HOAs and homeowners with electrification rebates and resources including the DIY Energy Audit and the Electrification Guide and Cost Estimator Tool. Scott Wikstrom from City of Alameda Public Works Department advised the audience on the upcoming street repaving project that is part of the City’s transportation plan here on Bay Farm Island. The project will begin in Fall 2025 and will focus on the rehabilitation of key streets on Bay Farm Island-Mecartney Road, Aughinbaugh Way, and Maitland Drive. Other focuses of the project will include daylighting of intersections, high visibility crosswalks, advanced stop bars, paint and post bulb-outs, and bike lanes.

C LASS (CITIZENS LEAGUE FOR AIRPORT SAFETY AND Serenity) is a homeowner supported group formed by CHBI residents. It was formed in 1989 after the filing of a lawsuit against the Port of Oakland resulting in a Settlement Agreement which gives CLASS and the City of Alameda direct input on airport planning and more open communication on issues which could affect the airport’s neighbors. Having a seat at the table allows CLASS volunteers to address management staff of the airport, the FAA, and representatives of Southwest and Fedex to name a few. There are a total of 8 meetings a year in which important events and data are reviewed. This takes some time and there are only 4 volunteers in the CHBI. So, out of the 3000 homes, only 4 take the time to bring up issues with the airport. Without the 4 volunteers from CHBI, CLASS would cease to function and the seat at the table to work with airport staff would be lost. North field jet flyovers would surely increase and there would be no way to investigate related issues. So please volunteer as the volunteer members are in need of relief. On a brighter note, in March during airport expansion settlement discussions, the airport management put in a request with the FAA to shift another 1/3 of the departing jet traffic 6 degrees towards the center of the
bay. This is likely to take up to 2 years to come to fruition. The 6 degree shift has shown to be a 3dBA reduction in BFI noise. Meanwhile, one key item in the settlement agreement is the willingness of the city of Alameda and OAK to participate with SFO in carving up the airspace. As it stands now, SFO rules the roost, they try not make OAK planes late, and SJO (San Jose) gets what is left. If the city of Alameda and OAK don’t participate in SFO’s future flight planning – we’ll end up with the short end of the stick with more OAK planes flying closer to Alameda and more SFO airplanes flying over Alameda as well. The Landscaping committee has been meeting monthly to review the plantings to keep our public areas in top form. Should you take the opportunity for an evening stroll during these warm weather evenings, you’ll notice that the pathway illumination has been completely upgraded with new lights. Many light poles were in poor condition having been made from everlasting fiberglass which proved to be no match for the occasional interaction with lawn equipment. The new poles are coated stainless steel and are set on top of concrete bases. New evening automatic light switches also were replaced. In performing the lighting upgrade, it was noticed that many of the roughly one dozen electrical meter boxes were needing replacement due to a variety of factors. This will be the next “large” Bay Isle Pointe job. Should you have expertise in this type of thing, please volunteer a few hours by contacting the CHBI office. You may have noticed a few leaflets at your doorstep from roofing contractors. The word is out that residents with wood shingle roofing may be experiencing insurance renewal difficulties. Many of these roofing contractors have no experience with our HOA and its architectural requirements. Be sure to take the time to work with reputable contractors with a proven Bay Isle Pointe record. NOTE: It is suspected that many contractors are substituting the GAF brand “HDZ” shingle instead of using the approved GAF brand “Ultra HD”. The approved “Ultra HD” is a much superior shingle in performance and appearance. The “HDZ” is more readily available in lower cost areas while the “Ultra HD” may be found in such areas as Marin County. The Project Architectural Committee did a deep dive into this issue a couple of years ago and found that ABC Supply in San Rafael did stock the approved “Ultra HD”. In closing – Please volunteer for the Project Architectural Committee (PAC). Many hands make easy work and once you have a bit more experience consider running for a board position. The expertise gained on a project
committee makes the transition to the Board much easier. Contact the CHBI office and volunteer today. The crews are doing their best to clean up each day, but please stay cautious around active work areas. If you spot any leftover debris or something that needs attention, don’t hesitate to let the crew or Management know — they’re happy to circle back and take care of it. With the contractors coming and going, the Board is focused on maintaining the common area landscaping as best as possible during the roofing work. We appreciate your patience and understanding. In the meantime, plans are in motion to bring in new mulch — both to refresh the grounds and help protect irrigation lines throughout this high-traffic period. In 2026 the south side will be repaved and asphalt speed bumps added to complete the resurfacing project. REPORTED CRIME IN BLB Our association manager sent out a notice in May alerting residents of mail theft and vandalism within the complex. Please notify management (510-865-3363), Harbor Bay Security (510-865-0417), and the Alameda Police Department (510-337-8340) if you are a victim of mail theft or you observe any vandalism. Also, please do not leave your garage door open unattended. Recently an incident happened when persons in a car cruised through our neighborhood looking for opportunities to steal items and stole an e-bike before they drove off when spotted. UPCOMING PROJECTS During the summer and fall the exteriors of all the units will be power-washed, dry rot repaired, and trim painted. Also, one-half of the units will have the siding painted. LANDSCAPE MATTERS If you observe any plants or trees in the common areas that are failing due to a lack of water, please notify management at BLB@harborbay.org or 510-865-3363. If you notice any pools of water in the street early in the morning, it’s probably not from a resident washing a car at 6am. It is likely to be a leak in the irrigation system. Please report it as indicated in the above paragraph.
The Board wants to thank homeowners Dan Leininger and Keith Epstein for volunteering to serve on our newly created Pool Maintenance Task Force. They will assist the Board on specific issues as well as ongoing tasks involving the pool and spa. All residents are issued keys to the pool area to prevent the area from being accessed by people who are not in our complex. Please do not open the gate for persons

AssociationNews Centre Court by Nicelle Delos Reyes, Association Manager S UMMER HAS OFFICIALLY ARRIVED, AND CENTRE Court is buzzing with sunshine, laughter, and the kind of small moments that make the neighborhood feel like home. Whether it’s kids playing outside, friendly waves from the porch, or a spontaneous chat while walking the dog, these warm months invite us to slow down a bit and enjoy the good things right in front of us. As we all spend more time outside, it’s a great time to show a little extra care for the shared spaces we all enjoy. Please be gentle with community chairs, benches, and other outdoor features so that everyone can continue to enjoy them in good condition. They’re small comforts, but they go a long way in making our neighborhood feel welcoming. Let’s also keep an eye on how we care for the neighborhood overall. If you're walking your dog, be sure to pick up after them and avoid letting them wander into others’ landscaping. Pet waste and urine can damage plants and lawns — and no one enjoys that surprise when they step outside. And while it may be tempting to leave food out for pets, it can attract unwanted guests like raccoons, rats, skunks, and ants. A little prevention can go a long way in keeping things peaceful (and pest-free!) for everyone. A friendly reminder for those with patios or garden beds: please avoid piling mulch or soil directly against the siding or foundation of your home. Keeping that area clear helps prevent moisture buildup — and more importantly, it helps deter termites from moving in. A little spacing goes a long way in protecting our homes. One more quick tip: if you're recycling cardboard, don’t forget to break down your boxes. ACI can’t collect bins that are overflowing or filled with unflattened boxes. Taking a moment to flatten them keeps things running smoothly for everyone. Looking ahead, our monthly Centre Court Board of Directors meetings are a great way to stay connected and informed. They happen the second Wednesday of each month at 6:30 PM — this summer, that means July 9, August 13, and September 10. You can join in person at the Community Center (3195 Mecartney Road) or attend

Cantamar by Barbara Caulfield, Board Treasurer G REETINGS FROM YOUR CANTAMAR BOARD OF Directors. It’s officially summer - we hope everyone finds some way to enjoy it. ANNUAL CANTAMAR PICNIC - September 27, 2025 After last year’s successful return of the Annual Family Picnic, we had to continue the tradition. The CANTAMAR HOA will host the event again this year. It will include pizza and sandwiches, sweet treats, beverages, and some fun activities for kids. We may also have a return of the Cantamar History Trivia Contest, which was very competitive last year. Depending on the weather, we may need some more pop up tents to keep everyone cool. The primary purpose of the event is to come together as a community, get to know or reconnect with our neighbors, and share news about the development. The Cantamar Board feels that a community that is tight-knit is generally safer and provides a more enjoyable place to live and raise our children. Last year we had approximately 50 people and we hope to have even more this year. Look for this fun event in the parklet at the end of Ratto Road/ Souza Court. Come on down and bring your neighbor! NATIONAL NIGHT OUT - August 5, 2025 Another annual event will be taking place on Tuesday, August 5th at 6 pm at the playground on Ratto Road. We hope to have a visit from the Alameda Police Department and maybe even the Alameda Fire Department. There will be beverages and snacks and some activities for kids. This is a great opportunity to meet your neighbors and promote community awareness as well as speak with first responders. We hope to see you there. OTHER NEWS The second phase of our PSL (Private Sewer Lateral) project has started and may be completed by the time you read this. Cantamar board members met with the contractor to address some issues that were noted during

LANDSCAPING Terra has conducted a complete review of the entire irrigation system throughout Clipper Cove and has made all repairs to any issues impacting lawns. Following this, they have worked on eradicating weeds from the lawns, aerated them, and reseeded. This will greatly improve the condition and look of our lawns, and give us the vibrant front lawns that we all want. They are also attending to the plantings in front yards (trimming plants, weeding, etc.). If you feel your house needs attention, you can reach out to our Association Manager directly, or can submit a maintenance work order request at harborbay. org/work-order-request. Also, if you notice a broken sprinkler or other water issue, please let Samantha know about that, as well. HOMEOWNER VOLUNTEERS NEEDED We are still looking for volunteers for the Clipper Cove Project Architectural Committee (PAC). This committee reviews architectural applications and provides recommendations to the Community Architectural Committee (CAC) prior to their decision on an application. They also perform final inspections to ensure that work is completed as planned. Please contact management if you are interested. CCV BOARD MATTERS The July Board meeting will be held on the 22nd. Otherwise, the Board meets the second Tuesday of every month (except August and December) from 5:30 – 8 PM. All homeowners are invited to attend either in person or via RingCentral. Clipper Cove by Nancie Shelden, Board Secretary S UMMER IS HERE, AND WE HOPE THAT EVERYONE IS enjoying spending plenty of time outside with the longer days and warmer weather! ANNUAL DINNER MEETING The Annual Dinner Meeting on May 13th was well attended. Thank you to those who were able to be there, it was a great opportunity to meet our neighbors. A delicious taco dinner was provided, along with a drawing for a number of door prizes. The meeting included a welcome and review of various priorities of the Board by our President Steve Atkinson, as well as, an overview of incidents in Clipper Cove provided by our Harbor Bay Security Department. Gary Hoffer, our Village 1 representative on the Harbor Bay Isle Community Board, gave updates about a number of things going on throughout Harbor Bay including the license plate readers (which should be coming soon), planned lane reductions on Mecartney Road, and a brief overview of some of the actions that CLASS has achieved related to the proposed airport expansion. Our new landscape vendor (Terra) provided an overview of their overall lawncare plans, their weekly schedules and answered a number of questions from interested homeowners. Lolly Pantell shared the status of the Neighborhood Watch “pilot’ with her neighbors. They are looking for someone to help create a database that can be used throughout Clipper Cove to document incidents that would be of interest to all residents. If you have the technical skills to help create that, please let Lolly (or the Board) know.
