LICENSE PLATE READER CAMERAS Flock cameras have now been installed at both entrances to Clipper Cove (Channing Way and Basinside Way). HOMEOWNER VOLUNTEERS There will be an open position on the Board of Directors as of March 2026. Although the official deadline has passed to become a candidate for election, there is still an opportunity for anyone interested in serving on the Board. Candidates for appointment (not election) will be considered at the Clipper Cove Board meeting on February 10th. BOARD MEETINGS The Clipper Cove Board of Directors meets the second Tuesday of each month (except August and December) from 5:30 to 8:00 PM. Columbia by Sami Soogian, Association Manager COLUMBIA PICNIC T HE ANNUAL HOA PICNIC WAS HOSTED ON Saturday, October 11th at Swift Court. Every year this gathering brings neighbors together to enjoy good food, community, meet new neighbors and Board members, as well as hear updates about our HOA. COLUMBIA PAINT PALETTE Since Kelly Moore has shut-down operations, Columbia’s approved paint palette has been converted to comparable Sherwin-Williams colors. The palette can be viewed online (harborbay.org/paint) or in the Community Office. A reminder that an architectural application is required if you are going to paint your house (harborbay.org/ archapp). Terra has completed the reseeding of front lawns to fill in the gaps that were there. The front yard watering has been shut off and is not scheduled to be turned on again until next Spring (after the winter rains have subsided). If you notice any irrigation system issues (broken sprinklers, pipes, etc., please report those to our Association Manager so that they can be addressed. Also, as you may have noticed, during winter, grass is mowed less frequently, but weekly mowing will resume in March. You have probably noticed that we have begun converting some of the curb strips (focusing on corners) to comply with State Law AB1572 which takes effect January 1, 2029 and prohibits commercial entities (including HOAs) from irrigating “non-functional” turf. We will be trying a few different plant and “base” ground cover (rock vs. mulch) options to help us determine the best approach going forward to achieve both optimal appearance and cost effectiveness. ARCHITECTURAL APPLICATIONS Please remember that any changes or additions to the outside of your home (such as painting, siding, windows, fences, etc.) as well as landscape changes (front and rear yards) requires the submission and approval of an architectural application in advance (harborbay.org/ archapp). Please be sure to submit your application far enough in advance, as applications are reviewed on a preset twice-monthly schedule. Note: If your project requires an exception to a specific rule, it must go before the Clipper Cove Board for approval. Adherence to this is important to ensure that our properties continue to be maintained at a high standard and that our CC&Rs are followed. If you are seeking a paint exception, special rules apply, so please check with our Association Manager (CCV@harborbay.org).
